The Narcotics Control Bureau (NCB) is the apex drug law enforcement and coordinating agency of the Government of India. It is responsible for combating the illicit trafficking, production, manufacture, possession, sale, transport, import, export and abuse of narcotic drugs and psychotropic substances in India.

The Bureau works under the Department of Revenue, Ministry of Finance, Government of India, and enforces the provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.

Important Note : The NCB was originally administered by the Department of Revenue, Ministry of Finance when it was created in 1986. However, it is currently under the Ministry of Home Affairs (MHA), and the Director General reports through the MHA’s Internal Security Division .

Overview

The NCB operates through Headquarters in New Delhi and seven regional offices located across India. Each regional office supervises multiple Zonal Units, which are responsible for intelligence gathering, investigation, enforcement of the NDPS Act, coordination with State Police and Central Agencies, and anti-drug awareness programmes. The Headquarters also manages administration, operations, intelligence, legal affairs, vigilance, training, and international cooperation to ensure effective implementation of India’s anti-narcotics laws.

Which Ministry Controls the NCB?

The Narcotics Control Bureau (NCB) functions under the Department of Revenue, Ministry of Finance, Government of India. It is the administrative ministry responsible for the Bureau.

Although the NCB works closely with the Ministry of Home Affairs (MHA) and other law enforcement agencies, it is not administratively under the Ministry of Home Affairs.


Why is the NCB Under the Ministry of Finance?

The NCB was established under Section 4(3) of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 and was constituted by the Government of India on 17 March 1986.

The administration of the NDPS Act, 1985 and the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act, 1988 was entrusted to the Department of Revenue, Ministry of Finance. Since offences involving narcotic drugs are closely linked with customs violations, illegal imports and exports, smuggling, money laundering, and revenue-related offences, the Central Government placed the NCB under the Ministry of Finance.

Thus, the Department of Revenue acts as the nodal administrative authority for the NCB.


Role of the Ministry of Home Affairs (MHA)

The Ministry of Home Affairs (MHA) does not exercise administrative control over the NCB.

However, drug trafficking is also a serious law and order, organised crime, and national security issue. Therefore, the NCB regularly coordinates and conducts joint operations with agencies under the Ministry of Home Affairs.

Why Does Confusion Arise?

The Director General (DG) of the NCB is usually an Indian Police Service (IPS) officer. Since IPS officers generally serve under the Ministry of Home Affairs or State Police organisations, many people mistakenly believe that the NCB is under the MHA.

However, the appointment of an IPS officer as Director General does not alter the administrative status of the Bureau. The NCB continues to function under the Department of Revenue, Ministry of Finance.
